Staff to circulate Vermont League packet and Jim Kondo manual before abatement hearings

"The Vermont League of Cities and Town puts out 1 packet, and then there's the more voluminous, Jim Kondo's version from 2014," the Chair said, and staff agreed to send both documents to members.
Board members asked that the materials be prominent in inboxes so people can review them before the hearings; staff indicated it would log the cases and send materials as soon as dates are set. The documents are intended to familiarize members with statutory categories, hearing structure, and evidentiary expectations.
