Legislature adopts county Comprehensive Emergency Management Plan to support towns and COAD

Public safety staff presented a two‑phase Comprehensive Emergency Management Plan (CEMP) meant to serve as a countywide framework towns may leverage; the plan will be followed by hazard‑specific annexes and town appendices. Michael Stitely said the county worked with vendor Tetra Tech and promoted the plan as a possible "new best practice" that can be shared with towns lacking local emergency managers.
Stitely and legislators discussed annexes for sheltering, medical/functional needs, and annual review processes; staff plan to work with the Community Advocacy Group (CAG) and COAD (Community Organizations Active in Disaster) to craft specialized annexes. The legislature voted to adopt and implement the CEMP; roll call recorded unanimous approval.
