Legislature authorizes HHAP grant application for 80‑bed shelter; members debate costs and timeline

The legislature approved a resolution authorizing application to the Homeless Housing and Assistance Program (HHAP) to develop an 80‑bed shelter. County Administrator Corso Coompi said officials "are very close to getting the application ready," and staff used professional estimators to set a project estimate that informed the grant request.
Legislators asked detailed budget and scheduling questions. Iris Pacman asked whether the previously spent $1.2 million on the site is included in the estimated county contribution; Coompi confirmed it is. Randy Brown noted the project could cost the county more than originally anticipated but said that a $15 million state grant would make the local cost reasonable. Coompi said the county expects to hear grant results by October and, if successful, to begin construction in spring 2028. The roll call vote to apply for HHAP funds passed unanimously.
