Addison board approves design contract for Natalie Lane/Natoma water-main replacement; construction estimated near $2.5M

The Village Board on Aug. 3 authorized an agreement with Thomas Engineering Group LLC not to exceed $110,235 to provide Phase 1 environmental clearance and Phase 2 design engineering for the Natalie Lane and Natoma Avenue water-main replacement and resurfacing project.
Mike (staff) told the board that the village issued a request for proposals, reviewed submissions, and determined Thomas Engineering demonstrated the strongest understanding of scope and fit within budget. He said design engineering services "will take 6 to 8 months" and that construction is expected to begin in spring 2027. Mike said the estimated construction cost is "just under 2,500,000" and that the village received a $600,000 Community Development Block Grant, with the remainder to be funded by MFT money and village funds.
Council approved the resolution authorizing the agreement. Staff noted prior positive experience using Thomas Engineering on other projects and that the agreement had been reviewed by village staff and the village attorney.
Next steps include completing Phase 1 environmental clearance and delivering design documents to support a spring 2027 construction start; the board did not alter the project scope during the vote.
