Commission approves H2O Partners contract to update Quay County 2026 Hazard Mitigation Plan

The Quay County Board of Commissioners approved a professional services agreement with H2O Partners, Inc. on Sept. 8 to prepare an updated 2026 Hazard Mitigation Plan (HMP).
Emergency Manager Bill Kardokus presented the contract and scope. The contractor’s scope includes forming a countywide planning team, performing a risk and vulnerability assessment, developing mitigation strategies, holding public meetings for input and drafting the plan for state and Federal Emergency Management Agency (FEMA) review. The consultant’s cost in the county’s record is $62,920; the contract text submitted to the board lists milestones, deliverables and a schedule of payments tied to plan phases.
The measure was moved and approved on a unanimous vote (Fortner moved; Dowell seconded). County staff and the consultant will organize outreach and proceed with the planning schedule; the contract requires the county to reimburse applicable New Mexico gross receipts tax on the invoice in addition to the not-to-exceed fee.
