Quay County approves transfer of jurisdiction for State Route 66 to NMDOT

The Quay County Board of County Commissioners voted Oct. 27 to approve Resolution No. 13 authorizing the transfer of jurisdiction of State Route 66 (from San Jon east corporate limits to the New Mexico‑Texas state line) to the New Mexico Department of Transportation (NMDOT). The resolution directs county staff to work with NMDOT District 4 and the Right of Way Bureau to complete the legal, survey and title work necessary for transfer.
Skye Devore of Devore Aragon, LLC requested the resolution; Commissioners Dallas Dowell and Brian Fortner moved and seconded the motion, and Chairwoman Jerri Rush, Fortner and Dowell voted aye. The resolution states the transfer would relieve Quay County of ongoing maintenance costs and align maintenance responsibility with the state highway designation. It also directs the county manager to coordinate title and survey records and to schedule a joint inspection with NMDOT prior to the final transfer.
The resolution authorizes the County Manager to negotiate terms and deliver deeds and surveys as needed; it also reserves the county’s right to make agreed repairs prior to conveyance. The minutes note that a copy of the adopted resolution was attached to the meeting record.
