Quay County approves $1.296 million loan for new dispatch center (TQRECC)

Quay County commissioners unanimously adopted Ordinance No. 59 on Sept. 8, 2025, authorizing a loan for the Tucumcari Quay Regional Emergency Communication Center (TQRECC) and approving related intercept and loan documents.
Jamie Luaders, director of TQRECC, presented the request and the ordinance materials. The ordinance authorizes execution and delivery of a loan agreement and an intercept agreement and pledges a one-fourth of one percent (0.25%) increment of county local option gross receipts tax — the county emergency communications tax enacted by Ordinance No. 47 (2014) — for repayment. The term sheet included in the record lists Loan No. PPRF-6692 with a Loan Agreement principal amount of $1,296,134 and $129,614 of disadvantaged funding identified in the loan documents.
On the board floor Commissioner Brian Fortner moved approval and Commissioner Dallas Dowell seconded. The motion carried 3–0 with Chairwoman Jerri Rush, Fortner and Dowell voting “aye.” The meeting record contains the loan agreement, intercept agreement, term sheet and the ordinance approved by the board. The county also executed a certificate of delivery, deposit and cross-receipt confirming deposits to the program account and loan reserve account referenced in the term sheet.
The county’s staff will proceed to close the loan in accordance with the loan agreement and the paperwork on file. The ordinance requires the county to publish a summary and to obtain required approvals from state agencies and any required bond counsel opinions prior to final loan delivery.
