Lilburn annexes 114 Arcado Road after staff recommendation

The annexation brings the parcel within the city limits and allows the city to extend municipal services and planning jurisdiction consistent with local annexation policy.
Staff recommended approval and the council approved the ordinance; follow-up will include updating city maps and notifying affected departments of the boundary change.
