Planner Matt Ferreira presented a city-initiated rezoning request to change the zoning of 249 Poplar Street from OI (Office/Institutional) to R1 (single-family residential). Ferreira explained the property was originally developed in the 1970s, was rezoned to OI in anticipation of a potential church expansion, but has been used as a single-family detached home for approximately 19 years. The owner seeks to sell the property and staff said the OI classification has been an obstacle to that process.
The Planning Commission recommended approval and the council opened a public hearing; no members of the public registered to speak. Councilmember Scott Batterton moved to approve Ordinance No. 2026-673; Councilmember Emil Powella seconded. The motion passed 4-0.
By reverting the parcel to R1, the council removed the mismatch between current use and zoning that staff said was affecting marketability. The ordinance provides formal authorization to record the revised zoning classification.
