Joseph Hartel, director of Together Place, explained the program model and day‑space functions, saying the proposal included hygiene kits, showers, staffing for safety and food services and that the facility could be split into downstairs low‑engagement and upstairs more structured recovery programming. "They offered 2 budgets as we requested, 1 for what would an operation look like for 5 days a week, which came in at about $550,000," Hartel said.
Committee members suggested sending the application to the Homeless Advisory Committee for further detail on the program scope and funding options; staff agreed, noting the advisory committee meets in mid‑September and can host public input. The referral was made so the advisory group could recommend a financially sustainable configuration and identify other grant opportunities.
