Tompkins County authorizes contract negotiations with Volunteers of America for Roadway shelter

The Tompkins County Legislature authorized the Department of Social Services to negotiate an agreement with Volunteers of America (VoA) of Western and Central New York to provide shelter services, including compliance with New York State OTDA Temporary Housing Assistance (THA) requirements, for the Roadway shelter program.
HHS Chair Travis Brooks said the resolution is the first step to secure a provider so DSS can finalize contract terms. "The first step of securing a provider is being able to enter a contract, and this is what this resolution allows to happen," Brooks said.
Several members noted Volunteers of America's prior work with the county — under contract for Code Blue and other services — and welcomed the motion as a continuation of an existing relationship. The authorization passed unanimously.
The resolution directs DSS to negotiate final contract terms. The ID referenced in the meeting packet is 14104; the departmental representative confirmed the agreement is intended for Roadway and THA services.
