Our Lady of Peace received the Board’s approval on Nov. 6 to amend an existing special use permit and associated PUD application plan so the retirement community can add a new wing with memory‑care and private skilled‑nursing beds. The applicant said the addition is tied to a state certificate of need and will deliver new Medicare‑eligible short‑term nursing beds plus memory‑care units for the region.
Laurie Schweller, counsel for Our Lady of Peace, presented the project and described below‑grade parking and a pedestrian connection to existing buildings. "We're requesting an amendment of the Special Use Permit so that Our Lady of Peace can add ... 34 new private skilled nursing beds and 20 new memory care units," Schweller said. Planning staff advised the board that the addition is consistent with the Branchlands application plan once the acreage and building locations are adjusted through two special exceptions; staff recommended approval of the SP amendment and both exceptions.
The board approved the special use permit amendment and both special exceptions by roll call. Staff said the design will minimize disturbance of preserved slopes, manage stormwater to preconstruction peak‑flow standards for the 10‑year storm, and that tree removals will focus on pines in poor health. The applicant and staff committed to coordinating construction staging and shared parking/use arrangements with the neighboring church.
