The Albemarle County Board of Supervisors adopted an ordinance on Sept. 4 approving a rezoning (ZMA 2023-151928) for 1928 Scottsville Road. The applicant proffered a concept plan for up to eight townhouses on a 1.32-acre parcel (roughly 6.06 dwelling units per acre), including pedestrian amenities and a 10-foot shared-use path along Avon Street extended.
Staff recommended approval as the proposal aligns with the Southern & Western Urban Neighborhoods master plan and provides transportation improvements consistent with the plan. The applicant’s representative said the internal street (Emma Beth Lane) preserves topography (about 37 vertical feet between Avon Street Extended and Scottsville Road) and was chosen to enable future interparcel connectivity and minimize cut-through traffic. The applicant also described sewer-extension coordination with the Albemarle County Service Authority (ACSA).
Supervisors discussed denser alternatives previously considered by the applicant, including a 32-unit concept that would have triggered inclusionary-housing requirements, but staff and the applicant said the master-plan designation and site constraints limited feasible density. The board adopted the rezoning by roll-call vote.
