The Albemarle County Board of Supervisors approved SE-2024-14, allowing an accessory-structure homestay at 6316 Estes Lane in the Whitehall District. Senior Planner Leah Brumfield told the board the parcel is 26.87 acres and currently contains an 880-square-foot dwelling the owners built in 2021; the owners intend to construct a larger primary dwelling and convert the small existing structure into an accessory homestay after removing kitchen fixtures and seeking the appropriate zoning clearance.
Staff recommended approval after analysis found the homestay use would be consistent with zoning and would not create adverse impacts to public health, safety or welfare given setbacks, parcel size and existing development rights. The board asked clarifying questions about timing (whether the owners could use the dwelling as a homestay while still living there) and about driveway/easement constraints; staff clarified that some hosted and unhosted stays are permitted by right while conversion to an accessory structure requires the special exception approval.
Supervisor Malek moved the staff-recommended resolution; the motion passed on roll-call vote.
