The Board of Supervisors approved a rezoning application (ZMA) to rezone 69 acres to a Planned Residential Development that allows up to 203 dwelling units in a mix of single-family, attached and 2-over-1 multifamily units. The application plan binds the applicant to show building envelopes, a street network and multimodal trail connections including a 10-foot multiuse bridge that must be completed before a specified building-permit threshold.
The applicant proposed 15% of units be affordable for rent or sale and pledged public-access easements across more than half the sites open space. Kevin McCollum (planning staff) and the applicant emphasized trail connectivity to the Ravenna Trail and Fontaine Research Park. Piedmont Environmental Council and the Rivanna Trails Foundation testified in favor of the permanent trail access. Supervisors asked follow-up questions about stormwater, floodplain buffers, school capacity and private-road maintenance; staff noted new feeder schools coming online and said the developer must meet standard stormwater and floodplain controls during site-plan review. The board voted to approve the rezoning by roll call.
