Albemarle supervisors adopt 2025 legislative priorities, including school tax referendum and photo speed cameras

The Albemarle County Board of Supervisors voted Oct. 16 to adopt its 2025 legislative priorities, directing county staff and advocates to press the General Assembly for several changes and funding requests. The approved priorities ask the legislature to make Albemarle eligible for a 1¢ local sales-tax option to fund school capital projects, to expand state law so localities can deploy photo speed-monitoring devices on locally designated road segments, and to support funding requests for Rivanna Futures readiness and a Biscuit Run Park trail segment.

Interim County Attorney Andy Herrick outlined the package in a staff presentation and said the proposals were staff’s understanding of the board’s direction. "The priority for the county as currently drafted is to enable the use of photo speed monitoring devices on locally designated segments of road where speeding has been identified as a problem," Herrick said during the presentation. The priorities also include a new request to the General Assembly to study tools that could mitigate rent increases resulting from multifamily redevelopment.

After discussion about the mechanics and likely path at the General Assembly, the board adopted Attachment A by roll call. The clerk recorded affirmative votes from supervisors present; the motion carried without a recorded no vote. The staff package now goes to the county’s legislative liaisons to identify sponsor delegates and to shape advocacy strategy in Richmond.
