Board authorizes engagement with Marin LAFCo on San Quentin Village sewer annexation

The Ross Valley Sanitary District board on April 22 authorized the General Manager to engage with the Marin Local Agency Formation Commission (LAFCo) and the Marin County Department of Public Works to pursue annexation discussions regarding the San Quentin Village Sewer Maintenance District. The motion (M/s Gaffney/Boorstein) passed unanimously.
General Manager Steve Moore reviewed the District’s history of prior discussions about annexation and raised operational and fiscal questions, including the condition of the Village collection system and the fact that the San Quentin Village and the Caltrans corporation yard are not currently being charged for wastewater collection and treatment. Board members asked whether LAFCo had contacted Village residents about the rate increases that would be required to align with Ross Valley rates; staff did not record a final decision on rates but authorized engagement to begin the annexation process.
