General Manager Steve Moore said staff surveyed neighboring agencies and recommended eliminating a tiered grant structure to reduce staff workload and improve customer understanding, and that the program limits had been underutilized in recent years. The board discussed the expected effect of higher limits on customer participation and on reducing inflow and infiltration to the collection system.
