General Manager Steve Moore and Senior Engineer Benedetti explained staff opened bids on May 12, 2026, and completed a one‑week protest period. Benedetti said the lowest bidder withdrew due to errors in their submission and the second‑lowest was deemed non‑responsive for insufficient qualifications. Staff identified Precision Engineering as the lowest responsive and responsible bidder and recommended award despite the bid exceeding the engineer’s estimate; staff emphasized the project is necessary to comply with the Cease and Desist Order and to reduce local flood risk in Fairfax.
The board also approved Task Order #13 to Psomas, Inc., for construction management services for the same project in an amount not to exceed $541,523. Staff said Psomas was selected for its experience with complex projects, familiarity with District operations, and ability to support contractor oversight, scheduling coordination and public communication in the high‑traffic project area.
