Developer presents conceptual redevelopment plan for former St. James School; neighbors voice concerns

In Old Business Mayor Brown introduced a conceptual development proposal from 420 GTR, LLC for the former St. James School and the field behind it. Attorney Kieth Davis of Nehmad Davis & Goldstein said he represents the developer and described seeking designation of the area as in need of Rehabilitation or Redevelopment, noting the process would include preparation of a redevelopment resolution and professional escrows for review by township professionals and the Industrial Commission.
During public participation several residents expressed concerns. Dave Rayment said he believed a prior Rehabilitation designation "was rescinded in 2004" and questioned whether zoning changes would be necessary for reuse of the school. Ronald Chuchola noted the two lots behind the school are separate and would need combining for redevelopment. Neighbors also warned against broadly labeling the area as blighted; Mayor Brown and Mr. Pelura said the school had been occupied by trespassers who damaged the property, and Mr. Telsey (Solicitor) reminded the panel about posting required professional escrows. The Industrial Commission and Mr. Capelli were identified as parties who will begin discussions on the redevelopment plan.
