District data review: IAR growth down, chronic absenteeism up drives index change

Carbondale Elementary School District No. 95 administrators reviewed the district’s Illinois Report Card metrics and recent assessment results at the Nov. 14 board meeting. Michelle Martin, Director of Data Reporting and Programs, summarized the state’s weightings for the report card and highlighted that overall IAR growth is down and math growth remains stagnant, mirroring county and state trends.
Martin reported building-level attendance changes and the effect on the district index: Parrish (+6% chronic absenteeism), Thomas (+5%), Lewis (+7%), and CMS (−3%); overall district chronic absenteeism increased 2 percentage points and the district index moved from 35.39 in 2023 to 40.00 in 2024. "Overall IAR growth is down," Martin said. The report noted that when a school lacks a data element (for example, Parrish and Thomas do not take the science assessment), that share of the index is redistributed to other categories.
The board received summative designations for each school: Parrish and Thomas were labeled 'Comprehensive' with subgroup designations (including Black/African American and low-income), while Lewis and CMS received 'Targeted' designations with CMS listing several subgroups including English learners and children with disabilities. Martin said building administrators will share building-level details with staff during the SIP day on Jan. 6, 2025.
