After surprise structural findings, district recommends rebuilding Crestview rather than renovating

District staff presented a progress update on the Crestview repurposing project and recommended the board consider rebuilding after architects and engineers uncovered unanticipated structural and mechanical issues.
"All those added up to what ended up being just about $10,000,000 over the initial 16 or so million dollar budget," the district presenter said, describing the scope of additional remediation (including asbestos and extensive structural work in the building's tunnels). Staff said MDE guidance recommends replacement rather than renovation when renovation costs exceed about 60% of the building-plus-land value, and the district's rough math places the renovation estimate near $25 million versus an estimated $27 million cap for a new building of similar size.
Staff framed rebuilding as a chance to create a multigenerational asset with flexible, community-oriented spaces and to deliver a longer design life than a costly renovation would. The recommended programming includes roughly 125 pre-K seats, space for the American Indian Education Center with a curated library, and multiuse rooms for community and district programming. Staff said transportation will be provided for Crestview students who selected other neighborhood elementary options for fall 2025.
Staff and board members discussed funding levers (bond premium, interest earnings on bond proceeds, and abatement bonds) and whether the district can remain tax-neutral while covering the difference. Staff said bids for related new-school work come in mid-January and that the Crestview schedule could shift (full reopening for all programming is now estimated around fall 2027). Board members requested more program-focused community engagement before finalizing a plan.
