Board signs tentative labor agreements and AB 1200 filings; staff says reserves will remain just over 3%
Summary
The board approved tentative agreements with CSEA and VMTA, associated AB 1200 items and updated salary schedules. Finance staff said the agreements would reduce unrestricted reserves but leave the district with a modest surplus (about $1.3 million) and a reserve ratio just above 3% for the current fiscal year.

The board approved AB 1200 filings and tentative agreements with the California School Employee Association (CSEA, Chapter 376) and the Valley of the Moon Teachers Association (VMTA), as well as updates to certificated and classified salary schedules. Director Rubin and finance staff explained that the combined effect of the agreements, plus a one-time $1,000 stipend for unit members funded from restricted discretionary grants, would lower the district's unrestricted reserve to around 3.04% but still leave an estimated $1.3 million positive balance at year-end.
Trustees asked for multiyear projections and clarity on restricted vs. unrestricted impacts; staff said the AB 1200 forms provide snapshots but that a separate multiyear projection would give a fuller picture of budget effects and that much of the first-year impact is funded from restricted discretionary sources.
