Council schedules hearing on PUD change to allow noncommercial kennel at Oviedo Marketplace

The City of Oviedo scheduled a public hearing for Aug. 17, 2026 on Ordinance 17-73, an amendment to the Oviedo Marketplace PUD that would permit a kennel use within one mall unit. S10 read the ordinance title, saying the amendment affects about 44.75 acres west of SR 417 and south of Oviedo Mall Boulevard; S11 (staff) said the change responds to a tenant request from Save A Life Pet Rescue and recommended scheduling the public hearing.

Tamara Bridal Marshall, president of Save A Life Pet Rescue, told council the nonprofit has operated in Oviedo for roughly 20 years and described limited overnight housing of adoptable dogs to reduce stress and transportation burdens. "We have been here in Oviedo for 20 years, and, we have saved over 30,000 pets, right here from Oviedo," she said. Staff told council the LPA considered the amendment on July 7 and voted 4–3 amid concerns about noise, odor, after-hours attendance and the potential for multiple kennels in the shopping center; staff and the applicant negotiated a limit of one kennel in the regional shopping center in the proposed development agreement language. Councilmembers asked about enforcement, caps on overnight animals and restricting the use to nonprofits; staff noted the land development code defines kennel and that enforcement mechanisms would be part of any final language. Council voted to schedule the public hearing.
