Board asks how boundary moves will affect bell times, transportation and special-education placements

Board members pressed staff for details about operational impacts of the recommended boundary changes, particularly bell times, bus tiers and special-education placements. John Morstead explained the district runs four bell tiers and said the earliest elementary tier currently starts around 8:50 a.m.; staff proposed moving one school from tier 4 to tier 3 to rebalance buses.
On special-education services, staff said they had been reviewing capacity so more elementary sites can offer on-site special-education programming and reduce the need to transport students between buildings. Morstead said a limited grandfathering option will be offered for certain grades and cautioned that if families choose to keep a 5th- or 8th-grader at their current school "transportation will be the responsibility of the family."
