Osseo board hears $287 million 10-year facilities update; major projects set for summer 2025

The Osseo Area Schools board received a detailed Long-Term Facilities Maintenance (LTFM) update on Dec. 17 that outlined construction results to date and projects planned for the summer 2025 construction season. Dale Carlstrom, director of facilities and operations, said the board-approved 10-year plan now stands at approximately $287 million, up from the original $241 million plan, and that roughly $200 million in renovations and restorations have been completed since the initiative began in 2017.
Carlstrom described completed summer 2024 projects, including the second phase of a $7.3 million project at Cedar Island Elementary, and larger multi‑phase projects now underway. "Our current board-approved 10 year plan is $287,000,000," Carlstrom said. He listed site-specific work at Brooklyn Middle School (media center and second/third-floor renovations), Northview Middle School (classroom and media center gut/remodel, $6.8M), and mechanical restorations at multiple elementary sister schools.
Jeff Arthurs, assistant director of facilities operations, summarized district-wide mechanical replacements and energy-efficiency gains: the district's contracted energy consultant shows a 43% reduction in electric use from the 2015 baseline and a 23% reduction in natural gas use, achievements Arthurs attributed to efficient lighting, modernized HVAC systems, and building automation systems. "We've replaced over four miles of piping and installed new chillers and controls that contribute to reliability and comfort," he said.
Looking ahead, Carlstrom previewed key spring/summer 2025 projects: Brooklyn Middle School phase 2 (approximately $10 million for mechanical, electrical and plumbing refreshes and classroom restorations), $20 million-plus mechanical restorations at Maple Grove Senior High to replace air-handling equipment and hydronic piping, and major mechanical work at Osseo Senior High beginning in summer 2025. He also noted a plan to remodel media centers and create maker/flex spaces at seven elementary schools as part of the district's 'Build a Better Future' initiative.
