Albemarle launches SPEAR performance portal and posts FY‑24 metrics tied to 5‑year strategic plan

Albemarle County unveiled SPEAR on Aug. 21, a performance reporting tool that links department action plans to the county’s FY24–28 strategic plan and publishes 220 metrics for public review.
"SPEAR is really about digging in deeper and looking at the annual action plans of those objectives," Chief Operating Officer Christy Shiflett said, explaining that staff worked across departments to define measurable targets and quarterly reporting. The county highlighted examples of FY24 results: reduced priority‑1 police response times (a 4.5% improvement), initiation and completion counts tied to the county climate action plan (76 initiated, 23 completed), and progress toward affordable‑housing targets (about 3,051 of a 3,250 annual goal).
Staff said the SPEAR web portal will include supporting data and narrative and that communications will roll out bite‑sized social posts and detailed pages over the next 2–3 months. Supervisors praised the transparency and flagged the portal as a budgeting and performance tool for board oversight.
