South Weaver soccer complex review paused after neighbors raise buffer, noise and traffic concerns
Summary
Neighbors told the commission the soccer facility’s buffer plantings and agreed hours have not been followed and that traffic on unimproved 6650 poses safety risks; the commission tabled the conditional use permit review to gather the CUP text, complaint records and neighbor agreements.

The South Weber Planning Commission on June 30 heard repeated complaints from adjacent residents about the South Weaver soccer complex and voted to table the conditional use permit review for more documentation and neighbor input.
Trevor Skank, who identified himself as the adjacent property owner, told the commission the landscape agreement tied to the project ‘‘has not been followed’’ and that plantings in the buffer yard are dying. He asked the commission to enforce the planting and foliage agreement and the facility’s hours-of-operation limits. ‘‘I would really like to see it enforced,’’ Trevor Skank said. The owner/applicant argued that strict hours recorded in meeting minutes were not included in the written 2018 CUP and that imposing such limits would have made the project economically infeasible: "it would have been too economically restrictive for us to go through with a $4,000,000 project if that wasn't gonna be the case," the Applicant/Owner (speaker 15) said.
Commissioners also heard from residents about heavy vehicle volumes and speeding on Old Maple/6650 and the absence of sidewalks. Nate Kendall, who said he lives on 6650, described repeatedly asking police to monitor the road and reported seeing vehicles ‘‘gun it’’ past his house. Commissioners discussed possible mitigations — including directing soccer traffic toward established collectors, moving Jersey barriers, and targeted enforcement — and asked staff to compile the operative CUP documents, a complaints log and a concise checklist of CUP conditions so the commission can revisit the matter with clear evidence.
The commission did not alter the CUP at the meeting. Chair (speaker 1) moved to table the item and the motion passed; staff was directed to assemble the minutes, the written CUP in the packet, a list of resident complaints and a proposed compliance checklist for the next hearing.
