Board approves SIHWIT amendment; trust to dissolve and assets redistributed as Prairie Health Insurance Consortium forms

Carbondale Elementary School District No. 95's board unanimously approved a Third Amended and Restated Agreement and Declaration of Trust for the Southern Illinois Health and Wellness Insurance Trust (SIHWIT) on Aug. 22. The amendment reflects the Trust's move from a self-insured model to a fully insured arrangement, and includes a provision to dissolve the Trust effective Oct. 1, 2027 and distribute trust assets back to participating districts.
Chief School Business Official Janiece Blake told the board the Trust was a founding collaborative effort dating to 2005; the minutes record that assets of the trust total $587,441 and that trustees plan to form a new entity called the Prairie Health Insurance Consortium to continue cooperative purchasing and risk mitigation. The board's vote to approve the amendment was unanimous.
