Commission approves Northridge SAP changes to raise retail and gas-station caps with conditional-use safeguards

The Polk County Planning Commission recommended approval of related comprehensive-plan and Land Development Code text amendments affecting the Northridge selected-area plan (LDCPA 2025-8) and the LDC (LDCT 2025-14) that raise retail and commercial area caps within PIX districts and increase the gas-station area cap.
Robert Bolton (S21), presenting for Land Development, said the request would change retail and commercial limitations within the PIX districts from "25 to 30%" and "increase the area limitation for gas stations from 20 to 30%," while enabling developers to exceed the cap via a Level 3 conditional-use review. Bolton and staff emphasized that the amendment preserves interconnectivity standards and provides a mechanism to require cross-access to signalized intersections where appropriate.
Commissioners pressed staff and the applicant (Justin Ham, S22) on traffic-safety and signalization implications and whether the higher caps would erode the PIX intent to attract professional institutional uses. Staff said the changes are narrowly targeted, include language to require connectivity, and leave the Level 3 conditional-use process available to impose conditions. After discussion the commission moved and approved each amendment in separate roll-call votes.
