Council approves amended agreement for Frisco Depot restoration project

City manager Laurie Phelps told councilors the agreement with the regional railroad museum needed a technical correction: the document had been labeled an "intergovernmental agreement" even though the museum is a private nonprofit board, which she said could jeopardize CDBG grant compliance. "The museum board isn't a government agency. This simply cleans that agreement up," Phelps said.
Staff explained the city did not list the museum as a formal grant partner in the CDBG application because the city owns the building, but it wanted a corrected agreement available in case grant reviewers asked why the museum was not a named partner. After a brief second and no substantive opposition, the council voted by roll call with seven "Yes" votes and the mayor announced the ordinance passed.
The correction was procedural and intended to preserve the city's eligibility for the grant and record the relationship between the city and the museum board correctly. Staff said they will proceed with the grant processes tied to the Frisco Depot restoration project.
