Cairo board weighs SAGR wastewater system, discusses Moberly connection and manhole repairs

The Cairo Board of Directors on Dec. 11 received a presentation from Rich Rhodes of Great River Engineering about a SAGR (Submerged Attached Growth Reactors) wastewater treatment option intended to lower ammonia levels. Rhodes provided a pamphlet describing a fully aerated clean stone bed system and told the board the technology could help meet water-quality needs.
Board members said they will weigh the SAGR system’s costs against other options and continue discussions with the City of Moberly, which "is receptive to our connection to their sewer system," according to the minutes. Board members also recorded an urgent need to repair several manholes in the village’s system.
The presentation prompted questions from residents about how upgrades would affect sewer bills. Chairman Clint Cross said, "we have not increased rates again for about five years" and explained that periodic rate increases are sometimes necessary to maintain sewer infrastructure. The board did not make a funding decision at the meeting; members said they will study costs and report back at a future meeting.
