"So we're asking for approval of a development agreement with GMA, essentially, owners of Homewood," said Matt, describing the developer‑led work and that the project involves seven units and associated road repaving. Staff said the packet includes an estimate (described in the meeting as about $480,000) but noted the agreement is structured as time‑and‑materials reimbursement and remains subject to final reconciliation and prevailing‑wage and insurance requirements.
Committee members raised procurement and public‑contracts concerns about using a developer's contractor to perform work for the district; staff said legal counsel is comfortable with the arrangement provided proper indemnities, prevailing wages and insurance are required and staff will oversee time and materials. Staff advised the committee the item would be placed on consent unless a member requested otherwise.
