Attorney Bart Allen presented LDPD 2025‑2 on behalf of Center State Development, noting the site is vested under the 1984 DRI and that utilities, roadway improvements and environmental mitigation are tied to the DRI development order. Allen said the PD requests reduced lot widths and the addition of short‑term rental pods, but that the overall unit total (1,599) was vested in the DRI and that site‑level engineering, traffic mitigation and habitat permits will be resolved during level‑2 review.
Multiple residents spoke against the proposal, citing heavy congestion on County Road 547 and Ernie Caldwell Boulevard, school capacity issues and drainage/flooding problems. One resident said travel times from his driveway have increased dramatically and described recent collisions. Commissioners acknowledged those concerns, noted the DRI‑required monitoring and mitigation provisions and ultimately approved the PD with conditions; County and applicant representatives said required infrastructure and environmental permitting will be completed at later stages.
