Applicant Scott Davis said the structure will serve as his primary residence and that the proposed height reflects nearby development. "My primary residence," Davis said when asked about intended use. Staff and the hearing officer reiterated recommended conditions barring short‑term rental and home‑business use of the ADU if the variance is approved.
