Project managers outline Phase 2 ordinance rewrite, planning-board bylaws

Phase 2 of the municipal ordinance rewrite will focus first on planning-board chapters and governing procedures, staff said, with a six-part approach that includes governance, development review and later development standards.
"This project was just added, so I have not presented this at all to these groups, so bear with me," Britney said as she walked through the plan to update chapter 56 and chapter 18 and to draft planning-board bylaws. She told the team that the planning-board portion alone could take "18 to 24 months." Staff emphasized using eCode to improve cross-referencing and public access and noted that article 10 (stormwater) will be moved up to run concurrently because of TA assistance available through the TCP program until the end of December.
Why it matters: the rewrite is intended to modernize and consolidate zoning and development rules, reduce internal conflicts across chapters, and make the code searchable for the public and staff. Councilors and staff flagged the need to coordinate commission bylaws and to route items that have larger public-value implications back to council for authorization. Next steps: staff will continue internal work, circulate drafts for legal review and share a timeline for the broader Phase 2 work at future PMT sessions.
