"That state law states that, the deputy chief must come from inside the agency and have 5 years of experience with them," Deputy Chief (S3) said, and he described bringing in outside interviewers for an objective panel. He warned trustees that the promotion will create downstream vacancies and a compressed timetable because one candidate will be away for 10 weeks of training, so the department is accelerating interviews to maintain staffing continuity.
