Parks, library and stormwater MSTUs see modest increases in Polk County budget readings

During the Sept. 15 budget hearing, Polk County budget staff read the tentative and rollback rates for several municipal services taxing units (MSTUs). Kristia Johnson reported the parks MSTU tentative rate versus rollback results in a 3.8% increase, the library MSTU a 3.8% increase, and the stormwater MSTU a 3.9% increase when compared with their respective rollback rates.
Johnson gave revenue estimates tied to those changes: parks MSTU tentative revenue $21,761,557 (up $798,664 from rollback); library tentative revenue $8,171,905 (up $300,528); stormwater tentative revenue $3,873,936 (up $144,089). She explained the increase in the stormwater MSTU supports water‑quality projects and services required by the NPDES permit under the Federal Clean Water Act. "The increase over the rolled back rate is necessary to maintain services within the parks, library, and Rancho Benito MSTU funds and to fund upcoming water quality projects and other services related to the NPDES permit," Johnson said.
The MSTU readings were part of the statutory disclosure and were adopted along with the countywide millage by the board's voice vote.
