"As we work through our preliminary design, we were trying to balance costs… we were proposing just to replace the entire pavement section there," the Presenter said, explaining that rehabilitation (grind and replace) provides a better, longer‑lasting product but increases material and scope costs. Staff presented two options: pursue a 50/50 county–district match to allow more work now, or keep the original 75/25 split and reduce year‑2 scope into a smaller, less‑efficient contract.
Board members pushed back on changes to the funding split. "That original split needs to be honored," one member said, arguing the district had invested in studies that informed the original grant request. Another board member favored the 50/50 approach to avoid repeated patching and higher long‑term costs. Staff said bids will go back out for year‑2 and year‑3 segments and that timing will determine next steps.
No formal vote was recorded; staff characterized the item as informational and said there was no action required from the board at this meeting.
