District staff asks board to authorize $194,799 change order and raise contingency for North Shore Trail

"So what we are, asking or recommending the board do today is to authorize change order number 3 for a $194,799 to get out of this additional paved areas and improvements," the Presenter said, describing the added paving and other improvements captured in Change Order No. 3. Staff also asked the board to approve an additional 5% contingency — roughly $125,000 — saying that without it the contract would be left with only about 2% contingency.
Board members sought specific fiscal impacts. One member said they were "confused about the dollars" and asked whether the public utility district would contribute funds above what the grant covered; staff and other board members confirmed the district's match percentage would increase if the district covers the change order costs. Staff said the increased spending will change the district's match and that a county contribution would remain part of the funding picture.
Members also raised safety and traffic concerns where the work occurred. Staff said detour options were rejected multiple times by the adjacent state highway agency, which led staff and the contractor to close a trail segment to finish construction this year.
The Presenter said the contractor has been flexible and that, despite scheduling challenges tied to an adjacent Caltrans project, staff expects to complete construction this year. The item was recommended for consent and will be included in the consent calendar for the board's next action.
The board did not record a roll‑call vote during this discussion; staff presented the change order amount, contingency request and the expected schedule as the substantive facts for the board to consider.
