The March 19 work session included guidance that the Board approves the district budget but should not manage day-to-day spending or individual budget line items—those are the superintendent’s responsibility. The facilitator recommended adherence to posted agendas and avoiding discussion of non-agenda items during meetings.
Training also covered public comment protocol: board members should listen without responding or taking positions during comment periods while the Superintendent may provide factual answers. Ms. Avila-Medina introduced the Board Operating Agreement concept as a tool to codify meeting expectations and decision-making approaches for future sessions.
