Facilitator warns Santiam Canyon board: texts and serial emails may be public records

During the March 19 work session, OSBA facilitator Janet Avila-Medina reviewed the district’s obligations under Public Meeting Law and said that required training is available through PACE Legal Services. She stressed that communications about board business, including text messages and emails, may be subject to public records requests.
Ms. Avila-Medina also cautioned against serial communications — discussions of the same topic with multiple members individually — which can run afoul of Open Meetings rules. She advised limiting 'reply all' email responses and avoiding deliberation outside of public meetings as best practices to maintain transparency and compliance.
