The Rose Advisory Committee voted to recommend that the city council identify 19 road segments graded in the "poor" range on the preliminary pavement condition index (PCI) for the next roads project. The Chair moved the recommendation after staff presented the PCI findings and a proposed phasing plan.
Staff said the PCI report identified 19 segments with PCI scores in the high 40s to high 50s and recommended grind-and-overlay for those streets. "These 19 roads are gonna be grinding overlay, which is gonna be probably close to another $2,000,000 just for these guys," the Chair said during the discussion. Staff added that maintenance after construction would likely cost about $1,000,000 per year for slurry seal and other upkeep and that routine crack sealing is included where practicable.
Committee members questioned whether prioritization should consider traffic volumes as well as PCI scores; John Steele noted that some moderately damaged roads are heavily traveled and therefore could merit earlier attention. Staff replied that the PCI report provides recommended treatments and that phasing can be adjusted to account for traffic patterns and funding availability. The committee agreed to forward the recommendation to the city council for authorization to proceed with design and contracting or to seek alternate engineering proposals.
The Chair said the recommendation will be presented at the next city council meeting and that staff will seek council direction on whether to proceed as in prior projects or solicit alternate bids. No specific schedule or contract award was decided at the advisory-committee level; the body voted to advance the recommendation.
