Board hears how TOT committee is prioritizing shovel-ready construction and also funding planning and programs

District staff told the board that the TOT (transient occupancy tax) committee has about $9.3 million for the annual grant cycle and that committee members indicated only construction projects ready to proceed in 2025 should be requested for the current cycle. Staff therefore amended their application to emphasize construction readiness rather than multi-year phasing.
"There's about $9,300,000 available through the annual grama cycle," Sean said. Board members discussed how that pool compares with the roughly $80,700,000 in total applications reported to the committee and noted the committee's emphasis on shovel-ready projects. Sean and several board members also observed that committee priorities appear to be evolving: while historically the committee prioritized construction-ready projects, recent cycles have included planning, design, and programmatic proposals.
Board members asked that presentation materials make clear what portion of the district's total project cost represents previously committed funds versus new annual requests. Staff said they will prepare a clear legend and present the revised application through Matt at the committee meeting. The board expressed support for proceeding and did not direct changes to the submitted application.
