Staff and committee members clarified that the agreement does not involve common trenching; the district will pay for the waterline, pipe, and related services, while surface restoration and paving are the developer's responsibility. Staff noted minor allowances for unforeseen site conditions such as rock and dewatering, but said pipe servicing and fire hydrants are fixed in the agreement.
The chair indicated no further questions and moved the item to consent.
