Council approves annexation of Old Perry Road tract after residents raise safety concerns

The Warner Robins City Council unanimously approved annexation of 13.53 acres at 727 Old Perry Road and 2717 Highway 127 after a lengthy public-comment period in which neighbors urged the city to protect residential character and school‑age pedestrians.
Resident Jason Heisterkamp summarized repeated hearings before county and city bodies, saying the county commission had signaled strong disagreement but could not legally block annexation. “They chose to go no vote because they do not agree,” Heisterkamp said, adding he feared increased traffic and diminished property values if the corner becomes commercial. Mayor LaRhonda W. Patrick told residents the council’s annexation vote covers municipal boundaries, not future land use, and that any change in intended use would return to the council for rezoning decisions. Patrick said the annexation would be effective Sept. 1.
Councilman Bibb moved to approve the annexation; Councilman Curtis seconded, and the motion carried. The mayor and several council members acknowledged residents’ concerns and emphasized that any subsequent land‑use and zoning requests would be considered separately and could carry stipulations or denials.
