The consultants identified an undersized and misaligned culvert at the Johnson and Monstein intersection that leaves the upstream ditch as a bathtub and causes frequent overtopping across Johnson Road. Alex Whitaker described the problem as a simple hydraulic mismatch: the downstream culvert invert sits approximately two feet higher than the upstream ditch floor so water fills the ditch before flow passes the culvert.
Whitaker said the preferred fix is to replace the culvert with a larger pipe, lower the invert and regrade the upstream ditch to restore smooth flow into the culvert. "This one, preliminarily, we think we're talking about $450,000," Whitaker said. The project is presented as a relatively straightforward capital or small-works candidate compared with larger underground or extension projects elsewhere on the peninsula.
