Parks Commission adopts 2025–2027 biennial priorities focusing on equity and maintenance backlog

The Washington State Parks and Recreation Commission voted on Aug. 27 to adopt its 2025–2027 biennial priorities. The five priorities endorsed by the Commission are: Commission decision-making; budget strategies; accessibility and inclusion; reducing deferred maintenance and facility maintenance backlog; and external relations including improved tribal consultation.
Vice Chair Holly Williams moved to adopt the priorities and Commissioner Michael Latimer seconded; the motion was recorded as approved unanimously among those present. The priorities include measurable outcomes such as a standardized decision-making protocol for major proposals, identification of at least two improved revenue streams, development of a community engagement handbook to reach historically excluded communities, conducting a full inventory and condition assessment of facilities, and publication of a prioritized facility improvement plan.
Commission staff emphasized that the framework is meant to guide staff work and onboarding for new Commissioners and to align budget and asset-management decisions with agency values. The adoption gives staff direction for the biennium but does not itself appropriate funds.
