Council approves $2026 manhole repair contract after hearing on 76-site sewer project

City staff described the project as rehabilitation, replacement and spot repairs of 76 manholes—concentrated in the city’s north and west sections—and listed the project estimate in meeting remarks as $778,000. Kevin Graves of WHKS Engineers said the work is intended to be done this fall and wrapped up by early December to address structural deficiencies.
At the July 30 bid opening the staff reported a single bidder, Moran's Ground And Excavating. In the meeting record the bid was read as "$745,000 $903"; staff recommended awarding the contract to that bidder and the council approved the resolution to do so.
The council’s vote was announced as carried. The staff said the contractor will coordinate required traffic control and any permitting for work near high-traffic State Highway 18 crossings. No public comments were filed on the hearing notice.
Why it matters: the project addresses sewer inflow and infiltration issues and structural defects in the city’s manhole infrastructure. The award will put construction crews into neighborhoods where traffic control and short-term lane restrictions are expected.
Next steps: the contractor and city will hold pre-construction coordination, including traffic-control plans for high-traffic segments; staff indicated anticipated work and reopenings in mid- to late-August and full wrap-up targeted for early December.
