Winlock council adopts interim zoning rules, schedules Feb. 9 public hearing

The Winlock City Council on Jan. 26 adopted Ordinance 1196, a set of interim land-use rules that city staff said are intended to remain in place while the city updates its comprehensive plan.
Mayor Victoria Marincin read the ordinance title aloud, which cites state law (RCW 35A.63.220 and RCW 36.70A.390) and addresses right-of-way widths, industrial building heights, LED signs, off-street parking requirements, stormwater management, placement of manufactured homes, a requirement that new single-family homes include garages, and street lighting. "The interim rules were implemented while the city has been reviewing and revising the comprehensive plan," Community Development Director Robert Webster said.
City Clerk Maureen Crabtree explained why the council acted now: holding a public hearing before passing an interim ordinance could allow developers to seek approval under previous zoning rules. "If a public hearing were held prior to passing this interim zoning ordinance, developers could request to develop property under the previous zoning regulations," she said. The council voted to set a public hearing on the ordinance for Feb. 9, 2026.
Council discussion included a reminder from Councilman Jeramy Allman that the interim measures will be folded into the Winlock Comprehensive Plan once that plan is accepted by the Washington State Department of Commerce. No fiscal or implementation timetable beyond the public hearing date was specified in the meeting minutes.
